The Lake Waverly Boundary: Uncovering HOA Fraud and Reclaiming My Shoreline

The Three-Week Absence

There is a distinct kind of silence that greets you when you return home after three weeks away on an intensive engineering consulting trip in Denver. It is the silence of an empty house, waiting to be lived in again. But the moment I pulled my truck into the driveway at Lake Waverly, that comforting quiet was instantly shattered.

Stretching out across the water directly in front of my property line was a massive, newly constructed wooden dock.

As a retired structural engineer with over forty years of experience designing commercial foundations and waterfront structures, my eyes didn’t just see wood and nails; they saw immediate, flagrant violations. The pilings had been driven straight into the lakebed on land I exclusively owned, well within the legal boundaries of my deeded property. The Willow Shores Homeowners Association had not only crossed a severe legal boundary—they had trampled right over it while I was out of state.

The newly elected board president, Lorraine Haskin, had clearly seized upon my absence as an opportunity to push through a pet project without oversight. She assumed I wouldn’t notice, or worse, that I wouldn’t have the stomach to fight a neighborhood governing body.

She miscalculated. I didn’t raise my voice, and I didn’t march down to the clubhouse to scream at the front desk. Instead, I simply walked inside, pulled my certified property deeds from my safe, and downloaded the high-definition security camera footage that recorded every single vehicle and contractor who had set foot on my land over the last twenty-one days.

Dismantling the Intrusion

With the blueprints, deeds, and video logs secured, I got to work. Using my own professional-grade tools, I systematically dismantled the illegal structure piece by piece. I unbolted the framing, carefully extracted the deck boards, and loaded the clean, pressure-treated lumber directly onto the flatbed trailer parked in my driveway.

I was halfway through stacking the final tier of cedar planks when a screech of tires interrupted the afternoon air.

Lorraine Haskin marched down my lawn, her face flushed with absolute outrage, trailed closely by a local towing service vehicle she had hastily summoned.

“What in the world do you think you’re doing?” Lorraine shrieked, pointing an accusing finger at my trailer. “That is community property! You are destroying association assets! I have already called a tow truck to seize those materials, and I am issuing maximum HOA fines for property vandalism!”

I didn’t blink. I laid down my impact driver, wiped the sweat from my forehead, and looked her dead in the eye.

“You built an unpermitted, illegal commercial-grade dock on private property without my consent,” I said, my voice entirely level. “The security footage is already backed up, the property deeds are in my hand, and these materials are sitting on my trailer. If that tow truck moves an inch onto my property, I will have the driver cited for trespassing and add grand theft charges to the police report you’re about to face.”

Lorraine sputtered, her mouth opening and closing like a fish out of water, before spinning on her heel and storming off, threatening every legal consequence under the sun. I knew then that it was time to involve the authorities and bring this corruption into the light.

Uncovering the Paper Trail

The following morning, I contacted county zoning enforcement officer Jasmine Riley and state environmental Agent Callaway. I handed them my property files and the unedited camera footage.

It took them less than two hours to confirm what I already suspected: the Willow Shores HOA had never filed a single zoning permit, environmental waiver, or architectural review for the dock construction on a protected watershed. What started as a boundary dispute quickly snowballed into a major regulatory violation.

Sensing something deeper beneath the surface, Jasmine and Agent Callaway pulled in Detective Reigns and state auditor Dalton Pierce to review the community’s financial ledgers.

The investigation blew the lid off the entire neighborhood administration.

Auditor Pierce discovered that Lorraine Haskin had systematically fabricated fake property designations to release nearly thirty thousand dollars from our community reserve funds. The money was ostensibly earmarked for a legitimate, licensed landscaping contractor to repair common-area retaining walls. In reality, the funds had been quietly funneled into a shell company owned entirely by Lorraine’s sister.

Arrests and Audits

With the help of my retained attorney, Sarah Mercer, we compiled an overwhelming dossier of financial fraud, forgery, and trespassing evidence. We handed the complete package directly to the district attorney’s office.

Within days, local law enforcement moved in. Detective Reigns arrested Lorraine Haskin and former HOA treasurer Clyde Fenshaw at a board meeting, slapping them with multiple felony counts of conspiracy, document falsification, and misuse of community funds.

The shockwaves through Willow Shores were immediate. The remaining complicit board members either resigned in disgrace or were stripped of their voting rights during an emergency community meeting. Over two hundred residents packed the clubhouse, voting unanimously to dissolve the existing leadership panel.

We appointed an interim trustee panel led by a respected retired judge named Howard Bell to conduct a comprehensive, forensic financial audit of the entire neighborhood’s accounts.

The audit revealed a staggering reality: over the previous eighteen months, more than seventy thousand dollars had been systematically siphoned from our neighborhood through a network of fake landscaping invoices, phantom repairs, and inflated maintenance contracts managed by Lorraine and Clyde.

Restoring Peace to Lake Waverly

Both Lorraine and Clyde eventually recognized the overwhelming weight of the evidence against them and pleaded guilty to multiple criminal charges to avoid a lengthy public trial.

With the corrupt leadership removed, our community began the long, difficult process of healing and rebuilding trust. We drafted and instituted strict new bylaws requiring absolute financial transparency, mandatory competitive bidding, and explicit homeowner approval for any future capital projects or land modifications.

As for the lumber from the illegal dock sitting on my trailer, I found a fitting purpose for it. I donated the reclaimed, high-grade wood to a regional program dedicated to building accessible fishing piers and boardwalks for disabled veterans. What started as an act of corporate overreach was transformed into something genuinely beneficial for the community.

A year has passed since those frantic weeks of legal battles, subpoenas, and neighborhood meetings. Today, the water at Lake Waverly is calm again. Sitting by the shore with my loyal dog Rusty resting his head on my knee, I can finally enjoy the quiet. Standing my ground didn’t just protect my own property line—it saved our entire neighborhood from being bled dry by corruption.
